How many portable toilets do you actually need?

Whether you call it a porta potty, a port-a-john, a honey bucket, or whatever the name is in your part of the country, there is no denying the importance of having enough portable restrooms at your event. It is the one line item nobody notices when you get it right and nobody forgets when you get it wrong. So here is a specific number instead of the vague reassurance most pages offer.

The number comes from a real chart. The Portable Sanitation Association International, which is the trade body for exactly this question, publishes a table of minimum units by crowd size and event length. It descends from a study PSAI ran with the University of Missouri in the late 1980s that did the unglamorous work: timing how long men and women actually spend in a portable restroom, and measuring how likely people are to use one at all under different conditions. That chart is encoded in this page cell for cell, and everything else here is either an adjustment PSAI publishes or an assumption we label as ours.

Two things are worth knowing before you read your answer. First, the chart assumes a 50/50 mix of men and women, no pumping service during the event, and that each guest uses a restroom about once every four hours. Second, one unit is reckoned to handle roughly 200 uses before it stops being a place anyone wants to go. Those two sentences are the entire engine, and they are why duration is a field on this page rather than an afterthought.

The formula

The rounding only goes one way, and that is deliberate. You cannot rent a fraction of a toilet, and running short is the failure people remember for years. Nobody has ever left an event complaining that the line was too short.

The arithmetic on the second line is worth checking yourself, because a chart you cannot verify is just a number in a box. PSAI prints both halves on the same page: one unit provides approximately 200 uses, and a guest uses a restroom about once every four hours. Multiply that out and it reproduces the published chart exactly across most of the large rows. At 20,000 guests, every single column from 1 hour to 10 matches the arithmetic to the unit. That is a good sign about a chart from the 1980s.

It also let us catch something. The published chart's 10,000 guest row reads 15, 25, 38, 50, 63, 55, 88, 100, 113, 125. Every value in that row is the arithmetic above rounded to the nearest unit, except the sixth, which should be 75 and which is also lower than the five hour figure next to it. It is a typo. This page uses 75, and says so out loud rather than quietly editing somebody else's table. If you ever compare our answer to a printed PSAI chart at exactly 10,000 guests for exactly 6 hours, that is why they differ.

Worked example

400 guests, a five hour event, alcohol being served.

The chart brackets 400 guests between its 250 and 500 rows. At five hours those rows read 3 units and 6 units, and 400 sits 60 percent of the way between them, so the starting figure is 4.8 units. PSAI's published adjustment for alcohol is 20 to 30 percent, and we apply the midpoint: 4.8 × 1.25 = 6.0. Rounded up, that is 6 portable toilets, which works out to about one unit per 67 guests.

Of those 6, at least 1 should be ADA accessible, leaving 5 standard units. You also want 1 hand wash station, at the industry ratio of one per 10 units. If you asked for a cost range, that order lands at roughly $600 to $1,305 for a single day, and the spread is honest: delivery distance and whether it is a Saturday move a quote more than anything on this page.

Now the two numbers that decide whether the plan holds. Stretch the same 400 guests to 8 hours and you need 9 units, half again as many, for exactly the same crowd. And if 600 people turn up instead of 400, you also need 9. Skip the alcohol entirely and you would have been fine with 5. The gap between 5 and 9 units is the whole planning problem, and it costs a few hundred dollars to close.

Why the hours field matters as much as the headcount

Most advice on this subject is a ratio: one unit per fifty people. That rule is not wrong, it is just only right at one size. At 50 or 100 guests over four hours it gives exactly the same answer as the PSAI chart. At 1,000 guests over the same four hours the rule says 20 units and the chart says 8. At 5,000 it says 100 and the chart says 25. The units per guest fall steadily as the crowd grows, because a big crowd staggers and queues rather than all arriving at the same moment, and a queue is a very efficient way to use a toilet.

Duration works the opposite way, and it is the field people leave out. A crowd that shows up, watches a ceremony, and drives home in three hours is a fundamentally different job from the same crowd camped in a field for ten. On the four hour assumption in the chart, a three hour event is a crowd that mostly does not go at all, and a ten hour event is the same people going two or three times each. That is why this page asks for hours before it asks for anything else, and why a plan built on headcount alone falls apart on a long day.

One more thing the chart flags and planners routinely miss: the number you enter has to include vendors, volunteers, security, crew, and performers. They are on site before the guests arrive and after they leave, which makes them the heaviest users on the whole site. If your figure is ticket sales, it is the wrong figure.

Alcohol, heat, and the adjustment we refused to stack

PSAI publishes exactly one adjustment to its chart, and it is worth quoting closely: if it will be particularly warm, meaning 80 degrees F or higher, or alcohol will be served, increase the numbers by 20 to 30 percent. This page applies 25 percent, the midpoint, when one of those is true.

Notice the word "or" doing the work there. Both conditions live inside one band, which means a hot event with a bar does not get two 25 percent multipliers stacked into a 56 percent increase. It gets the top of the published band, 30 percent, and nothing more. We could have quietly compounded them and sold you more toilets. The chart does not say that, so we do not either.

Two other figures you will see quoted elsewhere deserve a flag. Several rental pages put the alcohol adjustment at 10 to 20 percent, which is below what the industry's own association publishes. Others put it at 30 to 40 percent, which is above it. We could not find a primary source for either. When a vendor page and the trade association disagree, we go with the association and tell you that is what we did.

ADA accessible units, which is the line most plans get wrong

This is the compliance point that matters, and the wording is more interesting than anyone lets on. The 2010 ADA Standards address clustered portable toilets head on. Exception 3 to section 213.2 says that where multiple single user portable toilet units are clustered at a single location, no more than 5 percent of the units at each cluster shall be required to comply with the accessible-fixture section. Read it carefully and you will notice that federal text is written as a ceiling on what is required, not as a floor. California's version of the same provision, 11B-213.2, states it as a floor in plain words: 5 percent, but no fewer than one.

This page uses 5 percent rounded up with a minimum of one accessible unit, which satisfies both readings and matches how the industry actually orders. In practice that means one accessible unit up to 20 total, two from 21 to 40, three from 41 to 60, and so on. Even a four unit backyard wedding should include one.

The unit is only half the job. An accessible unit has to sit on an accessible route, which means a firm, level surface someone using a wheelchair can actually reach from where they arrive. A perfectly compliant unit parked at the bottom of a soft grass slope is not compliant at all, and it is a much more common mistake than ordering the wrong count. Accessible units are also physically bigger, so tell whoever is drawing the site plan before delivery day rather than after. And be aware that state and local codes, and the permit conditions on any event held on public property, can be stricter than the federal floor. If a jurisdiction hands you a number, that number wins.

Hand wash stations, and a ratio worth checking

PSAI publishes its own table for this, and it is simpler than most: 1 to 10 toilet units needs 1 station, 11 to 20 needs 2, 21 to 30 needs 3, 31 to 40 needs 4, and above 40 you add one for each additional 10. That is one station per ten units.

Plenty of rental pages quote one station per four units instead. That is two and a half times the industry association's own ratio, and it sells more stations. We are not accusing anyone of anything, and there is a real argument that hand washing capacity is worth over-providing. But you should know which number you are being quoted and where it comes from.

The exception that overrides all of this: food. If you are serving food, your local health department very likely has its own hand washing requirement for the event, it is usually stricter than the sanitation ratio, and it is the rule an inspector will actually cite you on. Make that phone call before you place the order, not after.

What the vendor knows that the planner does not

Ordering the right number of units is about half the job. The other half is where they go and what happens to them during the event, and this is where experienced rental companies quietly save events.

Queues need somewhere to be. A bank of units against a wall with a walkway in front of it will produce a line that blocks the walkway. Give the line its own space, ideally at an angle to foot traffic rather than across it, and put the bank where people can see it from a distance. Half of restroom complaints are really wayfinding complaints.

Distance from food is not just etiquette. Keep units well away from food service and food seating, downwind if there is a prevailing wind, and never between the kitchen and the serving line. Some health departments have an opinion about this and all of your guests do.

The truck has to get there. For anything longer than one day, a service vehicle needs to physically reach every unit, and it is a big truck with a hose. Check that the route still exists once the marquee, the stage, the fencing, and the parked cars are in place. A multi-day event does not usually need more units. It needs the units it has emptied, and the servicing plan is what makes that possible.

Evening events need light. A unit with no interior light is unusable after dark and becomes a safety problem rather than a facility. Ask whether yours have lights, and light the path to them as well as the bank itself. This is the single most common upgrade people wish they had paid for.

Ground and weather. Units need firm, level ground. Soft turf after rain turns a delivery into a recovery, and a unit standing on a slope is both unpleasant and unsafe. In wind, ask about staking or ballast, because an empty unit is lighter than it looks.

Construction sites: this one is a regulation, not a suggestion

Everything above is guidance. A jobsite is different, because OSHA 29 CFR 1926.51(c) actually requires toilets at construction sites and Table D-1 sets the count: 20 or fewer workers means 1 facility, more than 20 means one toilet seat and one urinal per 40 workers, and 200 or more means one seat and one urinal per 50 workers. A standard construction unit contains a seat and a urinal, so one unit satisfies one row of that table. Switch this page to construction mode and it applies the table literally.

Three things about that regulation are worth knowing. It contains a genuine quirk at 200 workers: the 40-worker row runs to 199 people and requires 5 units, and at exactly 200 the table relaxes to one per 50 and requires 4. Hiring your 200th worker lowers your literal minimum. The regulation is a floor and nothing stops you from keeping the fifth unit, which is what we would do. Second, 1926.51(c) requires toilets to be readily accessible, which OSHA has interpreted as promptly reachable, generally within about a ten minute walk. One unit parked at the gate of a large site meets the count and fails the standard. Third, there is an exception most people have never read: 1926.51(c)(4) says these requirements do not apply to mobile crews with transportation readily available to nearby toilet facilities.

On hand washing, the common advice overshoots and we would rather be accurate. The federal construction washing-facility rule, 1926.51(f), attaches to employees engaged in the application of paints, coatings, herbicides, or insecticides. It is not a blanket requirement for every worker on every site. That said, several state plans are stricter than federal OSHA, most general contractors write it into their own site rules, and the cost of a station is trivial next to the cost of being wrong. Provide them, and check your state rather than assuming either way.

Finally, the gap between the law and the plan. The rental industry's servicing convention is roughly one unit per 10 workers on a five day week with weekly service. For a crew of 60 that is 6 units against an OSHA minimum of 2. Both numbers are real and they answer different questions: 2 keeps you legal, 6 keeps the units usable on a Thursday afternoon. This page shows you both and never pretends the second one is law. One rule that bites either way: a unit that is out of service or unsanitary does not count toward your minimum, even though it is standing right there, which is exactly how a compliant order becomes a citation in week three.

What actually drives your quote

You now have a count. Here is what turns that count into a price, so the call with a rental company is a conversation between equals.

Delivery distance is usually the biggest single variable and the one nobody quotes on a website. A site forty minutes past the edge of a company's normal route can cost more in trucking than the units cost in rental. Get quotes from companies genuinely near you.

Weekend and after-hours delivery costs more, and Saturday morning delivery in peak season is the most expensive slot in the business. If your site can take units on Friday, say so. It is often a free discount.

Season. Portable sanitation has a brutal peak between late spring and early autumn, and a summer Saturday is when every festival, wedding, and county fair in the region wants the same trucks. Book early. Availability, not price, is what runs out first.

Servicing frequency. The base rate normally includes one service visit per rental period. Extra visits run roughly $30 to $60 each, which is cheap, and on a hot multi-day event with a busy bank it is the best money in the budget.

What is inside. Standard units, flushing units, units with a sink built in, and restroom trailers are four different products at four very different prices. A trailer is several times the cost of the equivalent count of standard units, and for a wedding or a corporate event it is frequently worth it. Ask what the extra buys before you rule it out, and ask what it needs, because trailers usually want a power supply and sometimes a water hookup.

One last piece of advice that costs nothing. Tell your rental company the truth about the crowd, the hours, the alcohol, and the weather. They price sanitation for a living and have seen your event a hundred times. The number on this page is a very good starting point and an excellent way to check a quote. It is not a substitute for the person who is going to drive the truck.
