There are two ounces, and recipes rarely say which
An ounce of water and an ounce of flour are not the same thing, and neither are the two ounces themselves. One measures how much room something takes up. The other measures how heavy it is. They share a name for historical reasons that have caused a great deal of trouble in kitchens ever since.
Fluid ounces measure volume, and eight of them make a cup exactly, every time, for every liquid. Ounces on a scale measure weight, and how many cups they fill depends entirely on what you put on the scale.
The formula
Weight: cups = (ounces × 28.3495 g) ÷ grams per cup
The first is exact by definition: a US cup is 236.5882365 mL and a US fluid ounce is 29.5735295625 mL, and the second goes into the first precisely 8 times. The second formula needs one more number, the density of whatever you are measuring, which is why it needs you to say.
Worked example
A recipe calls for 8 ounces. How many cups is that?
If it means fluid ounces: 8 ÷ 8 = exactly 1 cup.
If it means 8 ounces on a scale, the answer depends completely on the ingredient:

Same eight ounces, and the answer runs from two thirds of a cup to more than two and a half. That is a 4 times spread from one number on a scale.
The near miss that keeps the confusion alive
Look at the water row again: 0.96 cups, not 1.00.
Eight fluid ounces of water is exactly a cup. Eight ounces of water by weight is 226.8 grams, and a cup of water weighs about 236.6 grams, so it lands at 96 percent of a cup. Close enough that nobody notices, and close enough that the rule "8 ounces is a cup" feels like it works for everything.
Then somebody applies it to flour and ends up with barely half the flour the recipe wanted, and the cake comes out wrong for reasons that have nothing to do with their baking. That is worth saying plainly: if this has caught you, it is not a gap in your skill. It is two units sharing one word, and the near miss on water hides it beautifully.
How to tell which one your recipe means
- If it pours, it is almost certainly fluid ounces. Milk, water, stock, oil, juice. American recipes especially.
- If it sits still, it is almost certainly weight. Flour, sugar, chocolate, cheese, nuts.
- If the whole recipe is in grams and ounces, it means weight throughout. British and professional baking recipes work this way, and they are easier to follow, not harder.
- If it says "8 oz" of a solid and also lists cups, trust the ounces. The cup figure is usually a conversion somebody did quickly.
Why professionals weigh everything
A cup of flour is not a fixed quantity. Dip the cup into the bag and press, and you can pack in around 25 percent more than if you spoon it in and level it off. That is the difference between a tender crumb and a tough one, and it happens invisibly, with the same cup and the same flour.
A scale removes the variable completely. It is also faster once you are used to it, because you can pour straight into the bowl and stop when the number is right, with nothing to wash up afterwards.
